Talk to the lad under the large tree north of the Desert on Route 111. After that it'll be available from the vendor next to the Energy Guru in the Slateport Market.
On your way to the town near metor falls there will be a person standing by a tree talk to him and you will recive secret power
A man just below rustboro city will give you it, he is standing in front of a tree.

You get it form a guy who is staning by a tree around the space center.

Theres a man that stands in front of a tree on your way to the mountian with falling ashes. Talk to him and he will give you the TM.
