Question for Pokemon Ruby

I just wanna let everyone know that if you want a good Pokemon I'll help you. Just give me a chance. I'll tell you where you should train your Pokemon or if you should breed it or stuff like that. If you want a good team just try me. If you want me to help you then leave a question saying you want me to help you and leave the Pokemon you want me to help you on. Any Pokemon will do. I'll tell you the best way to train him and everything. Will you ask me?

How can I lvl my salamence up to lvl.100 fast? He's on lvl.70 right now.

Also how do you catch Latias ? I used my master ball on kiogre and he won't stay inside an ultra ball. Is there a ball I'm missing?

One last thing I saw some where that if you go to Mossdeep city and went in the Pokemon center somewhere you would find a pokeball and if you pick it up it'd be a wailord, but it's not there.

Plz help me.
