I know where to find a feebas but is there a method to have one appear?

There's something about changing the tiles where it can be captured, but it's best to just keep looking for it.
No there is no method,you just got to be lucky and wait for it.

There is a method, and it's simple, goto Dewford, change the trend into "Torchic Ball", "Mudkip Ball", or "Treecko Ball" depending on your starter, but if it don't work then it's because of the current trend name, try using my favorite "Water Pokemon" then wait till it changes to "Natural Flowers"... Once it changes goto Route 119, and goto the area were there is 6 different fishing areas, surf into the water and follow the wall taping the up button 4 times, then fish with Super Rod, give Feebas one or two Pokemon to finally appear.
Don't listen to them. There is no method. Feebas is only found in 6 tiles of water on Route 119. They're chosen random every time a new game is started. If you change the trendy phrase they have in Dewford then the 6 tiles of water are randomized again. What I suggest is that you try to fish on every tile until you find him. And as long as that trendy phrase in Dewford dosen't change the tiles won't either. Two more things you don't fish on the tile that your on, you fish on the tile that is in front of you. You should fish with an old rod and try fishing 4-5 times in each tile.
