Yes or there would be no point in makin' another version. It depends on the game too. You can only trade from Spphire, Emerald, Fire Red or Leaf Green.

You can trade Pokemon to Pokemon Ruby from any of the following games.
-Pokemon Sapphire
-Pokemon Emerald
-Pokemon Fire Red
-Pokemon Leaf Green
-Pokemon Colosseum
-Pokemon XD; Gale of Darkness
This goes for any Pokemon on those games unless otherwise stated in the game or it's manual.
Yes you can just use a link cable with a friend who has Sapphire/emerald and trade.
Yes you can trade from firered and leafgreen to catch more kanto/jhoto pokemon
Yes you can trade from Leafgreen, Firered, Sapphire and, Emerald.
Yes. That's the only way to get some Pokemon, including Seviper, Lunatone, Lotad, Kyogre, and others.
