You have to use a cheat device, or trade from a friend who has it.

There's no way besides using a cheat device to directly obtain a Lugia on Ruby.

I go with everyone eles but I think the cheat divice is game shark
(well thats what my friend told me but I don't play Pokemon anymore I play harvest moon friend of mineral) sorry I got off topic but ya I think it's a game shark

There is a glitch to find him with baltoy as the first party member but it only happens once and it's a glitch from the data

Found it hopping around in the grass near the bike entrance. Just hop until you see three Pokemon that aren't latios/latias and go into the bike path entrance. Go back into the grass and it should come to the grass after going in and out of the bike path entrance multiple times.

I once randomly ran into Lugia when I was alot younger in the route before the first bit of the really tall grass, it was lvl50 and it fled from battle. Later on my brothers looked through my dex and told me that Lugia is what I was supposed to use the master ball for
