Question for Pokemon Ruby

When do sales come up and when does the tv flash to tell you about latios because I go to like every city and house and none flash

The way I get them mostly is when you defeat the E4 and you are in your room,sometimes the tv flashes,but I think it's by random.

The sales come up when you defeat the Pokemon leagu. I think they only appear on the TV in your house.

After you beat the elite 4 your mother will ask you what color the Pokemon on TV was. You want blue for Latios. The sales come and go every once in a while. Just keep watching.

After you beat the Slite 4, you will be back at your house. Go downstairs, where your mom and dad will be. Your dad talks to you and then leaves. You'll see that the TV is flashing. Press on it, a special broadcast will say a blue Pok�mon was seen flying around. After that, Latios will be found any where at any time.
The sales also appear after beating the Elite 4. The TV will flash at any time.
