I have beaten the elite four and all, but I am still trying to catch latios.
 
 I need a way without a cheat device to catch this Pokemon with no master ball.
 
 I used mine on groudon.

Have you seen Latios before? If so then I ould suggest looking for it again and weakining it to as low as you can, then the next time you see it use a Golbat with mean look to prevent it from escaping. Then just try and catch it using ultra balls and timer balls.

Get a Wobbuffet. Its ability will make it impossible for your foe to escape. You can also use Golbat or Corbat that knows Mean Look. Then Weaken Latios and use an Ultra Ball or, if the battle goes on for a good length of time, use a Timer Ball.

You will run into it randomly. You should get a monster like Wynaut or Trapinch who prevent escape of other monsters.

If you have seen latios at least once you will be able to find it's location on the pokedex just keep following it and attack it, it will run away everytime after the first hit but if you keep following it and weakening it you can then catch it with an ultra ball

Have a Pkmn with mean look or use the Wynaut/Wobuffet you get from the egg in Lavaridge

Train you're goldbat (if you have 1) so it can learn mean look, then latios wont escape.
Train you're sulrock (if you have 1) so it can learn hypnosis, the latios will go to sleep.

Well you could use the one ball down from the master ball.
