Connect your Game Boy Advance with Ruby or Sapphire inside to another with an E-Reader (make sure the ends of the cable are right) and swipe your Eon Ticket through the E-Reader. Talk to Norman in Petalburg (IF YOU USED A CHEAT MODULE TO GET THE TICKET, DO NOT TALK TO HIM) to get the Eon Ticket) and go to the ferry manager in Lilycove to present the Ticket. You will board the ship for Southern Island. (Prepare for it before you go on the ferry, because you can do this only once!) Save your game once you get on the island and continue to the thicket. Once you select the monument in the middle, Latias (Ruby) and Latios (Sapphire) will materialize. Soul Dew is attached to them; it upgrades their Special Attack and Special Defense.

(Why am I all of the sudden being called forward to answer these questions?)

The Soul Dew is a item that raises Latios' special defense by 50%.
I think it is attached to Latios.

You have to buy a eon ticket then stick it in the game
