Are these pokemon strong enouth for the pokemon leuge?

Ruby...
salamece lvl 51
flygon lvl 51
blazeican lvl 50
artrilla lvl 45
shelgon lvl 47
SPARE lvl spare

sappire...
Crawdant lvl 37
walord lvl 47
swampert lvl 44
kyogre lvl 45
haryama lvl 41
scarmary lvl 25 (used for fly)

oh and the moon cheat only works 90% of the time ):

In ruby train your salamence and blaziken to lv. 64 and your other pokemon to level 60. And your spare place put groudon and train it to lv. 65. If you have you groudon and if you dont put a registeel at lv. 50.
In sapphire train your craudaunt to lv. 50 and all your others to 55 exept for swampert and kyogre. Train them to lv. 64.
