Question for Pokemon Ruby

Hey people

I need help!
Can any one tell me how to get a snorunt and tropius. I've looked everywhere but can't find them

Snorunt is found in Shoal Cave at the ice path.
Tropius is found at Route 119, but there aren't many.

Tropius is in the tall grass near mauville. And Snorunt is in shoal cave when the tide is down.
