Relicanth is found on the sea floor through routes 124-126

I don't know which route he's on, but I can tell you where he is. Go to sootopolis city. Dive underwater and move around. He is rare, so it will take some time.

Try looking under the water beside were the 8th gym is reliclath is hard to find because it's rare...
