Walk aroud everywhere I caught mine on the bike route

He is random every time. Look on your dex to see where he is, if you've seen him. I usually see him by the grass near lillycove, but he's not anywhere definate. He can only be caught after you have defeated the eliete four.

He will always stay on the right side of the game. Also, for just a little hint,
there is more than one. Once you catch him, another will appear. Just keep
moving over the same boundary between two routes until he is close.
