Can any one give me a way to complete the hoenn pokedex. With using cheats or without using cheats.

The only real way to get all 386 Pokemon is using an Action Replay, which is a cheating device that cost about $25.

If you are wanting to cheat, you will need a Action Replay or GameShark. We have a huge collection of those codes right here on the website. Without cheating would consist of trading every single Pokemon from FireRed&LeftGreen, Soul Silver&Heart Gold. That would be time consuming.
