In pacifilog (sp) there are two curious people. One of the the people..

The woman is talking about Rayquaza and the man is talking about Regirock, Regice and Registeel.

The lady is talking about latios. The man is talking about regirock, registeel, regiice. You catch latios by random and you catch the regis in caves.
If you look on user submitted cheats it will tell you the pasific place

1. Yes, after you beat the Elite Four surf to the left of Pacifidlog town and there is a path that takes you up, when you make it though you will be at Sky Pillar. When you make it to the top there will be the Pokemon Rayquaza.
2. They are real, after you beat the Elite Four surf to the left of Pacifidlog town and stay by the bottom if you do it right you will land on a area of land. Dive down the center and go to the bottom and dive again in front of the message on the rock. Go to the top of the cave and use dig. Then put a Relicanth in your first slot and a Wailord in the back and read the mond at the top of the room. Then three caves at route 120, 111, and route 105 will open. At the cave at route 105 read the message for a while and a door will open and Regice will be inside. At route 111 use fly in the middle of the room and a door will open and Regirock will be inside. For route 120 I forgot where but, somewhere in the room you need to go to a Pokemon in your party and make them do strength and if you made them do strength in the right spot a door will open and Registeel will be inside. P.S. Sorry I forgot the last part

I think it's Rayquaza and if it is then yes you can catch it after you beat the elite 4.
The other Pokemon are Regirock, Regice and Registeel. You can catch them by going to the sealed chamber and opening each of their caves by doing some stuff. If you want it detailed then go to the hints/tips section and you'll find some stuff about it that will help you find them faster.

The flying Pokemon is latias or latios (ones for ruby and ones for saphire)
And the rock, ice and steel ones are regirock, regice, and registeel

Latias/latios will appear randomly,

And to get the three regis you need to get a Pokemon that knows dig and a Pokemon that knows surf and dive, the from pacifiglog town surf left and stay towards the bottom or middle until you get to a bit where you can dive,
Dive then go down until you get to a cave go into it and go right up to the top
Use dig and it will open,
Go through and press a, it will say something and then you can go and find the regis
you can find the locations on hints or cheats

The flying Pokemon is Latios and the three Pokemon are the Regi's. The way to catch them is to try your hardest all I had to do is battle them use the cheat of making pokeball into a master ball and there.

Yeah, the woman is referring to Latios/Latias depending on what colour you told your mum it was. You find it randomly in grass or water after you have beaten the Elite 4. Finally, and quite importantly, the man is referring to Regice,Registeel and Regirock. To unlock them you must solve the mystery of the Sealed Chamber and unlock their chambers one by one, by deciphering the Braille using the chart in your manual.

Ok then the women says the bird, and the bird is rayquaza,tio get rayquaza go to pacifidlog town and surf east,there will be a gap in the rocks you go in and go up the tower(u will need mach bike to cross the cracks),get to rayquaza and verse him he is level 70.

You can get Rayquaza after you beat the Elite 4.
The Regis can be encountered after you beat the Elite 4 (I think).
