I think your talking about dig, well you get it in the fossil manics house (i think thats him) I don't no witch town because I do not have my game it's by the place were the ash falls.

You can get TM 28 from the fossil maniac who lives along route 144 (west of fallarbor town).Talk to his younger brother inside the house to obtain TM 28 (dig)

If you don't have tm 28, I think the only way to get it besides trading is to catch a Trapinch which you can find on Route 111 (desert ruins.) BUT DO NOT EVOLVE IT UNTIL YOU GET DIG (LEVEL 41) BECAUSE IF HE EVOLVES HE WON'T LEARN IT. Hope I helped! I had the same problem too.

YOu get TM28 Dig from the Fossil Maniac's little brother inside his house in Fallarbor town.

It is at the fossil maniacs house. If you used up the TM, try making Trapinch or Sandshrew learn it (They learn it when they level up).
