(1) What do you have to do to make the ferry?

Do you have to beat the elite four or something?

(2) How do you get to Mirage Island?

1. beat the elite 4 then the ferry will be built.

Get the scanner go to slate port give the man that is in the subs dock (in front of the door) beat the Elite 4 and it's done.

1 - Obtain the scanner, return it. Defeat the Elite Four.
2 - It randomly appears, it is unlikely cause the only appearance is from members using Game Sharks and Action Replays.
