Where is houndoom?

I have a houndoominite and can't find a houndoom anywhere

The only way to get Houndoom is to evolve from Houndour (lv 23) or trade. Houndour is only found in the Safari Zone extension in Emerald and must be traded to Ruby and Sapphire. You mentioned the megastone which leads me to believe you are playing Omega Ruby. In this case Houndour can only be found on Route 110 of Pokemon X and must be traded over.
