The Pokémon League is just in Evergrande City. If you have the Sootopolis Gym Badge, go up the waterfall at the end of Route 128.
Nosepass is in Granite Cave B2F, and Plusle is on Rte 110 (few in ruby), and Skitty is on Rte 116 (few) & trade for Pikachu in Fortree City.
You have to go to Evergrande city and go through the cave. You will battle Wally and find a path to a large building which is the Indigo Plateaq.
Find a Waterfall at the end of Route 128... Up the water fall, through the cave/Victory Road, will be the Pokemon League.
