I put in the have all Pokemon in pokedex cheat but it didn't work.

Check if you typed the code in correctly.

You probably didn't activate it. If you did press the activation button and it still is not working, then maybe you didn't enter the Action Replay code correctly. If you did enter it completely, then the code must be a fake. If the code works for someone else, then your GBA may not be functioning correctly.
