Question for Pokemon Ruby

How do you get the soothe bell in this game?

I have 198 pokemon and I need a Crobat and Milotic.

I already have a Feebas and a Pamtre berry to make Feebas evolve.

Talk to the lady in the back of the Fan Club in Slateport City. If the leader of your party is attached to you, the lady will reward you with a Soothe Bell.

I can't remember about the soothe bell but,if you want a Crobat just catch a Zubat from Meteor Falls with a Luxury ball(which you can get by beating a Master Rank Pokemon Contest twice with the same Pokemon)and let it hold an Exp.Share and keep on beating the Pokemon League or something,without it getting hurt,then it should evolve around level.43 or so.

For Milotic,just get a Feebas and make some Poke.blks out of a berry which has a dry taste(let it be one of the berries that it's Check Tag number is in the thirties)so that the Poke.blk will come out at level 49 or higher.Then feed it to Feebas,when it's beauty is all the way up,train it one level and TADA! you have a Milotic.
