Just trade any Pok�mon over from Fire Red or Leaf Green. Simple as that.

All you have to do is trade with FireRed or LeafGreen.

The answer to you question is: you cannont get the national pokedex on Ruby. If you trade over from Fire Red or Leaf Green, some Pokemon will be moved, but you will also have Pokemon from leaf green/fire red there aswell.
