Question for Pokemon Ruby

Can you get Mew/Mewtwo in Ruby or Saphire.

Also, can you get Deoxys in Ruby or Saphire without being in a pokemon contest.

Pok�mon Contests are competitions in which your Pok�mon's moves and looks are evaluated by an audience according to the type of contest that you are in. All contests start at the Normal Rank in Verdanturf Town (although you must get the Contest Pass fron the lady at the desk first) and continue through the ranks as you finish first.

In the first round, the crowd will exude hearts at the Pok�mon depending on its condition. Its condition can be raised by feeding the Pok�mon the appropriate Pok�Blocks.

Appealing
When used in a contest, an attack is considered an “appeal.” Most appeals have special features that benefit the user in one way or another. When producing appeals, the following things should be kept in mind:

Appeal value
The efficacy of each appeal is determined by the final appeal value of the participant Pok�mon. To build up appeal value, each participant executes an appeal to gain attention. Additionally, some appeals cause the user to assume condition within the Contest, which gets them more attention. At some points, however, some appeals will cause the appeal values of some Pok�mon to be degraded, some are able to reduce in-contest condition (this is called “taunting”), and some prevent any of this from happening. At the end of the contest the appeal values for each course are averaged and added to the condition to determine who wins that Contest. If black hearts appear on a Pok�mon’s panel, that value is subtracted from the appeal value during the course of appeals and ultimately the condition at the end of a Contest.

Appeal sequences
Pok�mon are arranged in the course of appeals by their condition at the start of the appeal round and then by the sums of their appeal values at the end of a course. However, there exist appeals that determine or scramble the order of appeals on the following course. There are also appeals that try to unnerve waiting Pok�mon so that they will not appeal during that course.

Appeal combinations
If the judge “looks at a Pok�mon expectantly,” the move that that Pok�mon executed is the first of two moves in a combo. If the combo is completed, the standard appeal value of the second move is added to the subtotal appeal value for that move before value from the applause is applied. Beware, though: some attacks that startle will startle those surveyed by the Judge more than normal, and there are even moves that can stop the appeal combo from forming by shifting the Judge’s attention away (this is called “dazzling”).

Applause and acceptability
If the type of an appeal coincides with the category of pageant, the Applause Meter will go up by one mark and the user will receive more attention. If Return or Frustration is used, the Meter will go up regardless of the category of pageant. To determine what type of move should be used in a Contest, refer to the table below.

If any appeal of a type not acceptable in the category of pageant is performed, the Applause meter will go down. If the meter fills, six appeal marks are added to the subtotal appeal value (after value for appeal combo completion). If the user receives the penalty for repeating a move (which depletes appeal value for that course by the number of consecutive times the move was performed), no applause bonus is received.
