Question for Pokemon Ruby

Okay, so I've been trying to evolve my feebas for a LONG time now and I really hope someone can help me. My feebas is level 58 and its beauty is maxed out so much that it won the masters beauty contest!! and its a boy, so can anyone help me out?

Is it high enough that it got a Blue Scarf from the leader of the fan club in Slateport City? Have you been holding B when it was evolving?

I think what you're suposed to do to get your Feebas to evolve is to raise it's speed all the way up to 280. You can find out your Feebas' speed by looking at it's stats. That's what my friend told me at least. It should work because I now have a level 100 Milotic.
