Question for Pokemon Ruby

Prefrebly to FluffyChiken because he/she seems the master of this game, where do you find Feebas?
People say on Route 119 so I tryed that, couldn't find it. Another person said by the fisherman on Route 119.

1. What fisherman ?
2. I really want Milotic so I need Feebas.
plz help and thanks.

Feebas can be found in the stream on Route 119, but the block on which you must fish depends on the tagline at Dewford Hall, which, unfortunately, is static and not uniform.

On your way to Fortree, there will be a area of water by the house with the lady that has so many Winguls. If you surf left there will be the fisherman, BUT WHAT YOU'VE HEARD IS NOT TRUE! Feebas appear randomly on Route 119. It depends on the 'Cool' phrase on Dewford. Use the Super Rod for Feebas.

I think you get them in the waters of route 119 while it is raining.

The place to find Feebas is indeed route 119. You must fish, WITH AN OLD ROD!!!. I recommend fishing in each square about 5 times. the nine or so squares where Feebas will show up changes everytime you change the phrase at dewford hall.
