You need to win Master Rank Contests and the pokemon you entered will be in the art museum.

Win the Master Rank contest and the Painter will paint your pokemon

BUT: you need to win the lower ranks first or they will not let you in to get them painted it might take several tries

You cant paint paintings.
You have to have a Pokemon win all of the contests (Normal, Super, Hyper, and Master rank). If you do after the Master contest an artist will come up to you, talk to you, and he will give the Pokemon that won the contest a ribbon and go to the art museum.

To get paintings of your Pok�mon it must win a Master Rank Contest and accumulate at least 25 hearts of appeal during the Contest, which translates to five hearts on the final results screen.
