well you must go to the city i don't remember the name but it's near of your father gym. in the city there is a build enter on it (it's a big build) go to the stairs once in there go down and talk to scientist he will say that can revive the fossil give him it will take a while then go talk to the scientist and he will say that he revived the fossil.

Go to the rusboro city, and go to the devon corporation 2nd floor and talk to the man and he'll revive it.
