Can you still catch Latios/Latias in Pokemon Ruby/Sapphire if the internal battery has run dry?

Yes, you can still catch them. Their appearances aren't weighted on a time-based event, so the battery running dry wouldn't have an effect on it.

Weirdly enough i also have a dried up battery and tried the trick on route 110 for about an hour ( and 9max repels) still no sign of latios (i did do every step including the tv @home)

I've tried finding her with about 40 or so max repels with that trick and still havent seen her

I have a "dried internal battery" also but I'm about to try to catch whichever ones on ruby. Ill post the results but after I beat the elite four I went to Stevens house in mossdeep and the Beldum was still there so that couldn't have been clock based event. Actually I think I played the entire game with the internal battery dry and I haven't really noticed anything not happening. I've got like 60 hours in I just can't remember when I started the game haha must be the smoke
