To get Groudon, you first need to dive on Route 128, and make your way to the Seafloor Cavern, once in there you make your way through the cavern till you reach the end where you can find Maxie and the sleeping Groudon, once you defeat Maxie Groudon will wake up and flee to Sooropolis City, you need to make your way there, and head to the cave of Origin. Once in there you will be able to find Groudon and battle him.
Dive on Route 128, and make your way to the Seafloor Cavern, once in there you make your way through the cavern then you find Groudon there. Hope this helps.
