That would be a Porygon, I believe. Or at least that's what Google says.

I think the 137th Pokemon is Porygon. I hope this helps

No no no, Pokemon 137 in Ruby/Sapphire is Igglybuff. In order to get Igglybuff, go to Route 115 and catch a male and a female Jigglypuff, then put them in the Day Care Center together, and depending on the Pokemons natures, they will have an egg. Then, take the egg from the old man, and run around with it in your party and play normally. After a while it will hatch and then you will have Igglybuff! Oh, and Jigglypuff evolves into Wigglytuff with a Moon Stone. Not sure how or where to get those though. Hope I helped!

No porygon is not from hoenn, I used my game shark to get this Pokemon but this info is correct(look above) the moon stone is found in the space instatute, you also get a sun stone this way. I am a poke nerd age 10 signing off.
