Question for Pokemon Ruby

You know that rocket on Mossdeep city the guy at the window what should the number be should it be 51-100 or the number I got is 9999.

If it is the right number how do I get into the rocket and to the moon.

Unfortunately, the whole rumour thing about the rocket and the moon isn't true. You can't get to the moon! This is a Pokemon game, not a space game! But there are rumours that once there has been 100 launches, something special happens.

Well first of all it's 56-100 but it's ok because two of my friends had this problem if you leave it, it will finally go to iminent then it will start all over again this works because my friend showed me. I'm not sure if this so called going to the moon thing is true but even I hope it's true because my rocket is number 55.
