Gym Leaders are located in the major towns/cities' gyms in the following order:
Rustboro City
Dewford Town
Mauville City
Lavaridge Town
Petalburg City
Fortree City
Mossdeep City
Sootopolis City
The Gym is a pretty easy building to find. It's noticeably larger than other buildings in the area and has a "GYM" sign outside of it.
The gymleaders are mainly located in a city or a town in a gym leader building. And outside of the gym is a sign saying "GYM"
