Fairly sure it's at level 60.

I had a Groudon and it learns Fissure at lvl 60. It's hard to raise it but there is a trick to it. Put Groudon in the daycare and you need to have the acro bike. Go to any mudslide. It will try to go up, leave it like that. But since your not gonna be all day or all night with your finger on the a. Find something, like a clip. I finished instantly. I hope the advise helped. Smile
