No you can't find a FIRE type Pokémon before the first gym. You can only find GRASS, PSYCHIC, BUG, NORMAL and DARK type in the routes before the first gym and even after the first gym you can't find any fire type. You will just meet a fire type Pokémons when get to route on top of MAUVILLE CITY...

Sorry, there are no fire types in the wild before the first gym. They start to appear on the fire path, after the third gym, when you get rock smash. You should just get a Gameshark. Then you get any fire-type from any of the games in the series.
