1.You can find Latios in the wild, but it will be a very small chance. Be careful, it will try to run away.
2.Latias can't be found except through the Eon Ticket event through Mystery Gift and e-Reader. It will have the Soul Dew in it's posession. This one will also run away from battle. Get some Wobbuffet to prevent this.
3.Going to the moon is impossible with the exception for Pokemon Emerald.

You can pick only one depending on the tent you get and to track them down,go to your pokedex and click area and it will show where it is.
But be careful as they always try to flee so bring a Pokemon with mean look.
You cannot go to the moon,there used to be rumors aout that.

Latios is th only one available in Ruby w/o trading. You must beat the elite four and then when you wake up watch the t.v downstairs in your house. Then Latios will be visable on your map but his location changes often. And you cannot get to the moon unless you have a gameshark or AR. But even then I doubt you can.

There are possibly 2 or 3 ways to catch Latios. Latios is a Pokemon which fleds the second you encounter is. Get a Wobbufet to 45,50 and. As it's Abilty (Shadow Tag) prevents escaping. Get his HP down to some and keep on healing Wobbufet. 2. You can do this by a very speedy Crobat and it should have the attack mean look. Mean look also prevents escaping but crobat is not suggested as latios attacks are super aeffective to him.( But I caught it with a Crobat). A tip to Encountered it easily. First you should have encountered it at least once. Go to mauville city and Fly to the same block(to mauville again) every time you fly latios place is changed. After flying every time check it's location. It can be on all the 4 sides if it is then run or use mach bike quickly to that spot. In any patch of grass. Now the other one. There is no moon in the game it's just to tease.

Latios-After you beat the league go to your home, on the TV it should say a Pokemon has been spotted in Hoenn. From that point your just going to have to wander everywhere intill you find it. Even if you run away or you didnt send out Wobbuffet it will be in your Pokedex, then you can look in Latios Area and it will show where Latios is.
Latias-Get in trade from Sappfire or Emerald or use Gameshark.
The moon was a Special Event for Pokemon Emerald, not for ruby.
