Question for Pokemon Ruby

In the Pokemon league how do you beat Drake? I can't beat the last Pokemon Salamance at levle 55 what is super effective to it ?

Ice, Dragon, and Rock attacks should do well.

Any Pokemon at *level* 100 can beat it.

I used one water Pokemon then again I had 3 full restorents, 3 max potion and 5 revivels.
