How to get the decoration dealer

Ok, people say you need 8 badges, then go to Mauville and go to 1st floor in PokeCenter, talk to the guy neat the bookshelf, and you can trade, but when I went there, the guy said, "Hi am the bart, do you want to hear my song?" and that is obviously not the decoration dealer!

Sorry for that answer. Now I checked myself and there was a decoration dealer. I have all 8 badges and I beat Elite 4, I think 6 or 7 times. You need to beat Elite 4 and you can trade with him. You can trade with him only onec, so be careful what you take.

These above answers are bogus. Just made up.
I KNOW this happens sometimes.
1)the person varies between if you are a boy or girl
2)the bard is there sometimes and so is the dealer.
3)it varies with each new game you play.

The cheat was bogus.
There is no decoration dealer.

There is one but you will notice that the colour of the man will be different. This will not change until you mix records with a friend or start a new game it's all on luck!
