You can find Latios in Ruby just by finding him in the wild after beating the Pokemon Leauge Champion. You can get Latias in Ruby if you have the Eon Ticket. You can get it if you have an e-Reader or you can mix records witha friend who has done this before. You can't find Lugia in this game except by trading it from Pokemon XD Gale of Darkness. Hope this helps.
