No you can't in ruby. You can only stay in the region your in. Hope this helps
I have seen hacks where people have made an area like cinabar island. Other that doing that, no.

Once you beat the elite four the ferry in rustboro will be complete and it will take you to kanto. These other guys don't know what they are talking about
No you can't this is physically and mentally impossible for Pokemon Ruby.
