No, sorry, ruby came out before they existed. I don't know if you can trade them though.

The older versions of Pokemon games can never and I repeat NEVER have the new Pokemons found on newer versions.

No way I tried that it diidn't happen you can only migrate Pokemon from ruby to pearl.

I wish and I'm pretty sure everyone else does too but no sorry but maybe if they make a future hoenn region game then you could possibly dupe and trade but until then no I'm sorry

No. Those are Gen 4 Pokemon. You're currently playing a Gen 3 game. The data for those Pokemon don't exist in the game you're playing.
