Beside Mossdeep City, there is a house surrounded by water. The guy that lives there collects shards and trades them for evolution stones. If you give him a green shard, he will give you a leaf stone. You find shards around the sea routes of Mossdeep, Sootopolis and Pacificlog Town.

Well, one way that you can find a Leaf Stone is to play through the entire game and search for a Leaf Stone everywhere you go. You might find a Leaf Stone in the forest, or you could find one in a cave somewhere. You just need to keep up your search and eventually, you will find a Leaf Stone. There is another way to obtain Leaf Stones if you'd like to use that method instead. If you surf west of Mossdeep City, you will come upon a house in the water not far off of the coast. Inside will be a man who will trade you various evolutionary stones if you bring him a certain shard. If you bring him a Red Shard, you will get a Fire stone, Blue shard gets you a Water Stone, Yellow Shard gets you a Thunder Stone, and Green Shard gets you a Leaf Stone. You can find Green Shards underwater and basically around the area so just search for them and hand them over to the man in the house.

There is a leaf stone on route 119 off of Fortree City, at the Pokemon center follow the path to route 119 but instead of crossing the bridge keep going down and you'll find a leaf stone.
