HOW TO GET LEGENDARY POKEMON THAT ARE IN OUTERSPACE

I NEED TO KNOW IF I CAN GET THE LEGENDARY POKEMON THAT LIVE IN OUTERSPACE THEIR NAMES ARE DEOXS AND JIRACHI NEED TO KNOW ALSO IF I CAN GET THEM WITHOUT A GAMESHARK OR ANYTHING ELSE LIKE THAT. I ALSO WANT TO KNOW IF I CAN GET THEM REGULAR THANKS AND PLEASE HELP ME OUT SURE WOULD APPRECIATE IT. 1 MORE THING CAN I GET MEW AND MEWTWO ON RUBY IF SO WHERE WHEN AND HOW PLEASE HELP

All the Pokemon you want you have to cheat or trade over to get because mews only available on Pokemon Emerald and deoxis is cheating on fr/lg and jirachi is cheating on every game I think

NOTE: there is also a rumor (i don't think it is true but it might be) that after 100 succsesful space launches at space center you can go into outerspace where theres some pokeon

NOTE: again that is a rumor

Oh 1 mroe thing about space launches there was a youtube video where I guy says to get you're fleeing pokeon(latios or latias epending on game and not the one from southern island) to lvl 6 and if guy says 67 succesful space launches he will let you go up into space or if he doesnt say ther get him to lvl 77 and if he says any number of succesful launches besides 77 you can.

Yes there's a Pokemon on outer space and it's deoxys but first you have to catch these Pokemon latios/ruby latias/sapphire train the bird up to level 67 after you do this go to the spacecraft center there's a a man standing to a door to the second floor talk to her and he will tell you that today is the no.167 launch if he did not tell you that train the bird up to level 77 then talk to her after that the game blinks 2-3 seconds and then you are now in the outer space but before you go there you must be prepared because you can get there only once..tip;before you catch the Pokemon stand beside him and save the game and catch him and if your pokeball runs out turn off the power and continue to the last save point and your beside him catch him if your pokeball runs out again just turn off the power until you catch him.

I herd if you complete your trainer card you can go to outer space and that videoDragonite_dude is fake he uses an emulator
