In order to find Psyduck you will have to travel to the Safari Zone. Then once in there you can find many of them in the Northwest and Southwest, though only in the water.

In order to find Skitty all you have to do is search in the weeds throughout route 116. Once you have gone through the weeds you will be able to come across the wild pokemon. You can also trade a person in Fortree city for a skitty, though you will have to give them a pikachu for skitty.

The reason that you are having problems finding a volbeat is because there are very few of them in Ruby, and only some on Sapphire. A Tip for when searching, kill all of the Pokemon that you encounter.

You can find a moon stone at meteor falls, or if you happen to catch a random Pokemon they might be carrying a moon stone on them.

2.outbreaks of skitty are random but if you look on the tv there will be a news or whatever saying there has been a massive outbreak of this so and so rare pokemon.

3.volbeats are extremely rare in ruby but once with illumise I used it's sweet sent found one first or second try(that might be luck or just reality it's easier that wasy because you're pokedex says for illumise that volbeat is attracted to it which is why I tried that)

4.moonstones are carried by cleffairy on lg/fr use theif trick or covet to get
