No, you can't get a masterball by breeding, but you can by cloning.

Lol, I will tell you right now, that if that was true, that would mean a lot more trainers world wide would put more effort into breeding pokemon. Unfortunately, there is no way to get another masterball in the game apart from cheating.

No you can't. It will let us, trainers, to breed and have lots of masterballs. And of course catch ALL Pokemon easily.
