You can find the pokeblock case in the contest hall in Slateport City. Once you are inside, talk to a little girl that will be on the right side of the building, and she hand it to you.

The pokeblock case can be found in Lilycove City inside the Pokemon contest hall. Talk to someone inside there and you should get it.
