ANSWERS

It doesn't matter where I found it, it won't be in the same place. Yes, but only if you had a Pokemon on level 35-40 in the first slot of your party. Anything higher, and it won't show up, even if your in the same place as it.

You can find it anywhere, surfing, or in the grass.

Get a trapinch. It's ability will make latios unable to run off. That's all.

trapinch's ability won't work since latios has the ability levitate. you can catch a lvl 36 zubat in victory road which has mean look and use repel and you should find latios

1) You can find it almost anywhere
2) Yes, if the leading Pokemon is lower than Lv40 and the wild Pokemon is lower than your leading Pokemon.
3) In grass and in water
4) The route that connect Mauville and Slateport City is the place where Lati@s always appear

1. Twice I have found him to the left of Pacifidlog Town (for me this is the easiest place).
2. Probably not, but I don't know (I do know that you don't need a level 40 or lower Pokemon in the front of your party, but you may have to have a level 80 or higher Pokemon).
3. You can find him anywhere (within reason).
4. Yes. First, go to Pacifidlog Town and have a level 80 Pokemon with you (might not need one). Surf to the right of the town and encounter about 3 or 4 Pokemon and if you don't find him, do the same thing on the left side (it's convenient if you surf through the narrow channel at the bottom of the town, so that you don't have to hop off and on your surfing Pokemon). Repeat this until you find him.
It works!

Latios can be found anywhere in the hoenn region. It doesnt matter whether it's water or grass or the desert. Max repel doesnt help. Use a Pokemon with level lower than 40. Once latios appears, you need not catch him the 1st time. Let it flee away. But you will now get his location from the Pokedex. Now have a speedy psychic Pokemon like kadabra in the first slot knowing hypnosis and ice beam(tm 13). Move in & out of Pokemon centre and keep checking latios location. Once he gets in to the area where you are, get him using the psychic pokemon.

I first saw him near the safari zone entrance and i had a level 100 swampert as my lead pokemon. I wouldnt use a repel because it might keep him away from you. if you have a pokemon that knows the ability to keep pokemon from fleeing i would use that pokemon and try to lull it to sleep or paralyse it.

Go to staleport city (make sure to have the acro bike) and go north towards mauville. As soon as you leave the town you should see a small patch of grass to the left and the entrance to bicycle road to the right. Use a max repel and go to the patch of grass thats 4 spaces from the far left and 3 spaces down, it should look like this

GGGG
GGGGG
GGYGG
GGGG
GG

The Y is the patch you want to be in. Now bounce using the acro bike about 50 times. If Latios doesnt appear, go into the bike road building and immediately come back out, go to the same spot, and do it again. This should only take a few minutes and has worked for me multiple times.
Good luck, keep it real.

I did a combination of two things in the above and that worked for me.
I have a lv83 swampert in the team and a golbat lv40 with "Mean look" upfront.

I had seen Latios once in the wild so he is in my pokedex.
On route 110 I placed myself like the "GGYGG" guy above describes, used a max repel.
Then I started going into and out of the bycycle path house. Every time I got out of the house I checked the location of Latios in the Pokedex.
When he(finally) was on route 110, I did the acro-bike jump thing.
... He has come out every time, I had to jump about sixty jumps but then...

Then I gave him Mean look and started battling..
He´s got a psychic attack that knocks my Golbat out so as for now I´ve thrown two ultraballs, but when Golbat faints the "mean look" effect is lost and Latios escapes.

He´s come out twice. His damage stays with him as he comes back. So you´ll know how much you need to hit him. I used air-cutter three times and that was one too many. He is down on red, that means no more hitting. Now I just need to use "mean look" and keep throwing ultra balls...

Ok this is how it works first go to the bike road area with a level 40 in the lead with some max repels than you hop on an acro bike about 30 to 40 times go in the building and repeat the reason it has to be a level 40 is because you find latios at level 40 and the max repel(s) makes all Pokemon below your lead Pokemon's level not able to jump you

All of these people saying you need something special are wrong. He just randomly appears. Using a Pokemon with Mean Look or an ability that wont let it get away is recommended but not needed. I randomly found him the first time I ever played Ruby, tossed an Ultra Ball, and caught it.

I don't think they're saying they didn't beat the e4. They're just saying they caught it the first time they played the game, as in before they completed it.

The most efficient way to find him the first time is to go to cycling road by Mauville with an acro bike.
Use a repel, super repel, max repel, etc. With a Pokemon under level 40 being your lead.
Go to the patch of grass, hold b to make the bike perform jumps and wait a few seconds. If latios/latias doesn't appear, then enter the nearby building and the go back to the patch of grass and hold b again. Each time you enter the building, latios' location is randomly reset. Eventually, it should appear where you are. This is the most time efficient method of forcing it out that I know of.

Go to a city where right above it is a route and keep going between the city and the route and keep checking your pokedex on his location and it will eventually be where you are and I think if he is in a city find a little pool of water and swim but you will need hm surf pokeball of choice repel of choice an time to spare

First get 20-30 max repels, then go to a route with a building on it, a route change thingy (dppt & frlg) and a patch of grass. Next, save. Next, go into the building come out, and go into the grass, run around like a mad chicken in it with a level 30-40 Pokemon that is stronger then the wilds, run until the max repel runs out, then go into the building and come back out. Rinse wash repeat untill the lati comes out, once it does throw your master ball, if you don't have one make sure your Pokemon knows mean look or has the ability arena trap, that way you can attack it and it wont flee, this works with any roaming legend!

Well, when you encounter Latios once, he will be in your Pokedex. You can click on the area section and they will show you where it is. Once you enter another city or a building, it's location will be different. Everytime you see it is in a different location, enter a city or building and go back, then check again. Keep repeating till he is in your area. Make sure to have Trapinch for his ability and plenty of Ultra Balls.

This actually works, but first you must have beaten the elite four and become the new champion.

If it's doesn't work after doing this three times( going in and out of the bike road building.) Right after coming out of the building and ride a wheelie to the spot and then start jumping.

It doesn't matter what level Pokemon you have as the first Pokemon.

Hope this helped, good luck.

If you have not seen latios once and cannot track it, then you have to do other things. I tried several methods, like using max repel and hopping then refreshing, and they never worked. I just started wandering randomly. Several people told me to check by lilycove, and I found it on route 121, in a patch of grass right before you reach the siblings. Putting a trapinch as your starter will also help, because it has arena trap, so latios cannot flee. If it does flee, then just fly around places and check the pokedex so you can try to figure out it's path.

So I did the ggygg guys method and it worked but I have a few adjustments just to clear all the debates and contrasting opinions
1. If you've already seen latios/latias you just need to check the pokedex if it's not your area enter and leave a house until it appears in that area
2. Don't wast your money with max repels you can use regular or super repels if your stingy with your money
3. Wobbefut, trapinch, and golbat can all work to keep latios/latias in battle if they have the right moves/ the arena ability
4. If using a golbat make sure it's faster than latios/latias or give it the quick claw
5. I don't believe level matters because I have had latios appear with Pokemon in the 70s 80s and 90s levels
6.if you haven't seen latios and latias yet just wander around without any repels working and just train your weaker Pokemon in the grass (I've never met one of them in the water) and latios will appear most likely you won't be ready but you can now track it

Hope I summed everything up alright for any late wanderers

Guys many of you the methods provided don't while some say it does. The thing is that all these suggestions don't ensure you get it on your first try, that wouldn't have any meaning would it? All these suggestions only increase your chances of bumping into Latios, but they don't promise anything. Latios can be anywhere at all, and the point of being at the most commonly suggested area, the bicycle path, is that there is a building nearby which you can enter. Entering a building will change the location of Latios to a different grass patch, so having a building next to you location makes it convenient. Bouncing on an Acro Bike would also help as I'm guessing it counts as changing location and would this increase your chances as well. I don't know the actual rationale of bouncing on an acro bike or having to stay in a particular tile, like on the GGYGG thing, but they probably know something I dont. Hope this clears up some misunderstandings, be patient, lots of luck, stock up on ultra balls and hope he doesn't flee.

Fastest way to meet latios/latias(for who never meet them before)
+ Max repel x99
+ First slot PKM lvl ~ 30-40
+ Go to the house on Route 119( house has many Wingull)

+ Use repel
+ Go out in tall grass ~20 moves
If meet Latios/latias. Nothing new
If not go in side the house then go out and repeat. Remember use Repel to get away weak PKM

EXplain:
Each time you change map( in - out the house) Latios/latias location will random change.

So if you lucky maybe after in-out 30 times. You should meet them

I meet them after 10 min

The Latis are found anywhere. Every time you switch routes so does it. The best course of action is to just run around until you run into it, will flee and now you can track it. Don't chase it down, let it come to you. Go back and forth between two routesand check it's location on the pokedex everytime you do. When the pokedex says it is in the same area you are, use max repel and run through the grass. Max repel will repel the other pokemon. Any damage you do to it will be there the next time you run into it, just don't make it faint or you will never see it again.

It works!
Latios Master

IT IS TRUE,..WITHIN 30 SECONDS I've FOUND LATIOS LEFT SIDE OF THE PACIDIFILOG CITY.

I once found a Latias when I was surfing around. It was totally unexpected and I think I was somewhere between Lilycove and Pacifidlog or somewhere around the latter. At any rate, I was somewhere on the ocean when I suddenly ran into Latias! O.O Wow! I had been hoping for an encounter, so I had a golbat ready, used mean look, and was smart enough not to have used my masterball before hand. I threw that and she was mine. I think these wanderers are all alike. I have chased down Raiku, Entei, Suicune, Mesprit, Latias, and now Latios (Still haven't found him, but close). They like to change locations everytime you go somewhere new. I caught a Suicune in LeafGreen by going to my hometown, using a decent level Pokemon, Max repels and checking every four or so Pokemon before venturing back to Pallet and back again to do the same thing. It took a while, but I found it and Ultraballed it. I have been using this method for years. It requires patience, but it hasn't let me down, yet. It got me all the wandering Pokemon on multiple occasions. Good luck. Grab your fastest and most durable golbat, teach it mean look, get around 100 max repels and a truckload of pokeballs (Ultras are fine, but I once caught a land Pokemon with a Dive ball. Anything is possible. Even capturing a Rayquaza while it is flying, with a pokeball. I did it, to my total shock. OoO!) And then just have at it. I did some leveling up while I was at it to bide my time and give me something else to do while I searched. Well, hope I helped. Happy hunting! --Jazzymon
