Mew Two is most certainly in this game, as in Fire Red, he will be in a cave near Cerulean City. A man is outside the cave and won't let you in until you have seen or caught 100 different Pokemon (I'm not sure if trades from Sapphire/Emerald/Ruby count.) He is at Lv70... So take a lot of ultra-balls and a suitably strong Pokemon or two into battle... Don't knock him out, either, or he's gone forever. (he is available with no special events or cheating required just having the game pak ensures he is there)
HM02 is FLY, you can get this on Route 16.

Yes mewtwo is in this game. If fly is hm2 then it's by that house near the bike thing.

HM 02 is in the route on the left of Celadon City. Enter the route and then go up then go left, go through the building then you will see a house. Go inside and then talk to the girl and she will give you HM 02. Mewtwo is in the cave in Cerulean City. You need to deafeat the Elite Four to get in.
