You have to beat the elite four from johto then go to were you normally find him and he looks like a rock

After you beat the Elite Four and link up with the PC system in the Hoenn region, you can go into Cerulean Cave, just outside of Cerulean City (duh). Mewtwo is at the end of the cave at level 70 and is vunerable to capture!
