Can someone pz tell me what I am supposed to do after I have gave that guy both the ruby and sapphire also how do I get to articuno cause when I use surf it say'[s the current is to strong so plz someone help me wut to do

You must go on a higher level and puss boulders down the hole you need two that would slow down the current which then you can reach articuno

You have to move the boulders down the hole.
