In order to get Articuno, make sure you first have tons of ultra balls and a Pokemon who knows sleep powder. Then go to Fuchsia city and surf downwards. Turn to your left and you be at Seafoam Island. Then find boulders and take them to the hole. After you put two boulders down, go to the water, and surf, then you will be at Articuno. Save before you battle him. If you beat him, he will never return. It will be easier if you have a Pokemon with False Swipe. Then, you can take him to one health. Use the Pokemon with Sleep powder, and throw Ultra Balls.
