To get to cerulian cave you first have to go to cerulian city then go up the nugget bridge. Next you go left and surf on the water. To get inside cerulian cave you must beat the elite four twice before you can go inside.

Cerulean cave is not on any of the islands it is located in cerulean city
But you have to beat the elite four in the become the champion to enter the
cave
